On December 11, 2018, the U.S. House of Representatives voted without objection to approve legislation that explicitly “recognizes” that the Holodomor is genocide.  The full text of this resolution, its legislative history, and how to cite it, are available here:

H.Res. 931: Expressing the sense of the House of Representatives that the 85th anniversary of the Ukrainian Famine of 1932-1933, known as the Holodomor, should serve as a reminder of repressive Soviet policies against the people of Ukraine.

Two months earlier, on October 3, 2018, the U.S. Senate unanimously approved identical legislation that “recognizes” that the Holodomor is genocide.  The full text of this resolution, its legislative history, and how to cite it, are available here:

S.Res. 435 (115th): A resolution expressing the sense of the Senate that the 85th anniversary of the Ukrainian Famine of 1932-1933, known as the Holodomor, should serve as a reminder of repressive Soviet policies against the people of Ukraine.
